Snow Emergency Towing

Vehicles left on the streets or in public parking lots during snow emergencies may be ticketed and towed.

If a snow emergency is declared in Hopkins during the afternoon or early evening, tagging and towing enforcement generally begins at 9 p.m. However, depending on the snow fall, tagging and towing could begin earlier. The Snow Line, 952-939-1399, will have the actual time. When a snow emergency is declared after 9 p.m., tagging and towing operations begin at 8 a.m. on the following day.

If Your Vehicle is Towed

If your vehicle is towed during a snow emergency, call TOWCOM LLC at 651-968-6880 to confirm the location of your vehicle. Vehicles are released only to the registered owners. Owners need to bring proof of ownership, proof of insurance and driver’s license. Payment is accepted by cash (exact change only) or credit cards. The impound lot is located at:

Lot hours: 24 hours a day for two days

After the second day following a snow emergency towing event, TOWCOM LLC will move any remaining impounded vehicles to their lot at:

TOWCOM lot hours: Monday through Friday, 9 a.m. to 5 p.m.
Vehicle owners must call ahead to 651-968-6880 to make an appointment for pick-up due to COVID requirements. 

Note: The City of Hopkins receives no money when cars are towed — all fees go to the towing company.

2020-2021 Towing Charges

  • First day vehicle pick-up at Shady Oak Beach Parking Lot: $160
  • After first day: $20 administrative fee and $40 day storage fee 
  • After the second day, pick-up at the TOWCOM LLC impound lot: Above costs, plus an additional $120 tow fee and $40 additional storage fee per day
  • Third day from TOWCOM LLC impound lot: $360.
