Snow Emergency Towing
Vehicles left on the streets or in public parking lots during snow emergencies may be ticketed and towed.
If a snow emergency is declared in Hopkins during the afternoon or early evening, tagging and towing enforcement generally begins at 9 p.m. However, depending on the snow fall, tagging and towing could begin earlier. The Snow Line, 952-939-1399, will have the actual time. When a snow emergency is declared after 9 p.m., tagging and towing operations begin at 8 a.m. on the following day.
If Your Vehicle is Towed
If your vehicle is towed during a snow emergency, call TOWCOM LLC at 651-968-6880 to confirm the location of your vehicle. Vehicles are released only to the registered owners. Owners need to bring proof of ownership, proof of insurance and driver’s license. Payment is accepted by cash (exact change only) or credit cards (plus a three percent processing fee). Lot hours: Opens once snow emergency is declared and remains open 48 hours after towing event. (Due to COVID requirements, it is recommended that owners call ahead to get an idea of the wait time or schedule a pick-up time for their vehicle.)
Forty-eight (48) hours after the end of a snow emergency towing event (example: 9 p.m. snow emergency on a Friday, towing event ends at 9 a.m. Saturday, impounded vehicles are moved to St Paul starting at 9 a.m. on Monday), TOWCOM LLC will move any remaining impounded vehicles to their lot at:

Vehicle owners must call ahead to 651-968-6880 to make an appointment for pick-up due to COVID requirements.
Note: The City of Hopkins receives no money when cars are towed — all fees go to the towing company.
2020-2021 Towing Charges
(Charges are cash-based. A three percent credit card fee is applied for all credit card transactions)
- Pick-up during towing event: $160 tow + $12 (Hennepin County sales tax of 7.53 percent) = $172
- Day 1 or within 24 hours of end of towing event: $160 tow + $20 admin fee + $40 storage + $14 (Hennepin County sales tax of 7.53 percent) = $234
- Day 2 or within 48 hours of end of towing event: $160 tow + $20 admin fee + $80 storage fee + $24 (Hennepin County sales tax of 7.53 percent) = $284
- After 48 hours of end of towing event, TOWCOM LLC will move vehicles to St. Paul impound lot located at address mentioned above. Charges are: $160 tow + $120 second tow to impound lot + $20 admin fee + $120 storage fee + $34 (Ramsey County sales tax of 7 percent) = $454
