Utility bills are sent out no later than the third working day of the month and are due the 20th* of the month (or next working day if the 20th falls on a weekend or federal holiday).

There is a 3-calendar day grace period before a 10% penalty on the current  water, sewer, refuse and storm sewer charges will be applied to the  account.

Utility Billing Error

The City of Hopkins discovered an error in the sewer billing for approximately 2,200 of the City’s 3,600 utility billing accounts. The error was caused by an incorrect sanitary sewer base amounts used on the February 1, March 1, April 1 and May 1 billings. We have conducted an in-depth review and determined that 2,100 accounts were under-billed and 100 accounts were over-billed. 

If you were under-billed

If your account was under-billed, you will receive a letter notifying you of the amount you were under billed. You will receive additional billing equal to ¼ of the amount on your next four utility bills (November 1, December 1, January 1 and February 1).

If you were over-billed

If your account was over-billed, you will also receive a letter notifying you of the amount you were over-billed. You will receive a credit for the entire amount on your next utility bill, November 1.
