Loud, unpleasant, raucous, or prolonged noise is a public nuisance. Between 10 p.m. and 7 a.m., the City Code prohibits gatherings of people from which noise emanates of sufficient volume that it disturbs the peace and quiet, and can easily be heard at a distance of 50 feet from any residential dwelling.
A police officer may order the dispersal of such a gathering. Refusal to disperse is a violation of the City Code, and a misdemeanor. See Hopkins City Code 2005.61 (PDF).
Under Hopkins City Code 925.39 (PDF), any dog making noise that unreasonably disturbs the peace and quiet of any person in the vicinity is considered a nuisance dog. This includes dogs that bark or whine repeatedly over a five-minute period of time.
