The Hopkins Housing and Redevelopment Authority provides rental apartments for low income persons and families. Dow Towers, a subsidized high-rise located at 22 5th Ave S, has 76 one-bedroom apartments.
Applicants must meet the income guidelines established by the Department of Housing and Urban Development (HUD) in addition to meeting the resident selection criteria. Income guidelines are available through their web site. Eligible households pay 30% of their monthly adjusted income for rent.
The waiting list for the public housing program is currently closed. No new applications are being accepted at this time. UPDATE: The Hopkins Housing and Redevelopment Authority will open the ONE Bedroom public housing waiting list effective November 2, 2011, and November 3, 2011. See article below.

The Hopkins Housing and Redevelopment Authority will open the ONE Bedroom public housing waiting list effective November 2, 2011, and November 3, 2011. New applications will be accepted from persons age 50 and over and individuals with disabilities who are age eighteen and over. All eligible applicants will be placed on the waiting list subject to local admission preferences.
The HRA will accept requests for applications by phone or fax on two consecutive days: November 2, 2011 and November 3, 2011. You may call 952-548-6345 to request an application beginning at 9 am on November 2 and anytime up until 4 pm on November 3. Faxed requests may be sent to 952-979-0441 and will be accepted during the above listed dates and times.
Calls and faxes received prior to the official opening or after the official closing time will not be accepted.
Each request for an application must include: your full name, mailing address and social security number.
Applicants will be mailed an HRA Application that must be completed and returned by November 22, 2011. Any applications postmarked on or before November 22 will be accepted.
Applicants also must meet income and occupancy requirements. A minimum of one and a maximum of two persons are allowed in a one-bedroom unit. Three persons plus families do not meet occupancy requirements.
