Loud, unpleasant, raucous, or prolonged noise is a public nuisance. Between 10 pm and 7 am, the City Code prohibits gatherings of people from which noise emanates of sufficient volume that it disturbs the peace and quiet, and can easily be heard at a distance of 50 feet from any residential dwelling.
A police officer may order the dispersal of such a gathering. Refusal to disperse is a violation of the City Code, and a misdemeanor. See Hopkins City Code 2005.61.
Under Hopkins City Code 925.39, any dog making noise that unreasonably disturbs the peace and quiet of any person in the vicinity is considered a nuisance dog. This includes dogs that bark or whine repeatedly over a five-minute period of time.
