Utility bills are sent out on the 3rd working day of the month, and are due in 20 days. If the bill becomes delinquent, a 10% penalty of the current water, sewer, refuse, and storm sewer charge is applied to the account.

Payments received in the mail that are postmarked before the due date or received in the night deposit by 8:00 am the day after the due date will not be charged a penalty.

Payment Options

Automatic Payment from your Visa or MasterCard check/credit card, checking account, or savings account is available. You may download the authorization form to fill out, mail, and return to the City. For more information, contact Utility Billing at 952-548-6332.

Visa or MasterCard are accepted. You may call 952-935-8474, stop into City Hall or mail your utility payment stub with your credit card information. You will need to have your address, utility bill account number, credit card number with the expiration date, and the amount you wish to pay.

After Hours Payment

An after hours utility payment drop box is available 24 hours a day, seven days a week at City Hall. The drop box is located on the east side of City Hall next to visitor parking.

Rental Property

The owner of rental property is responsible for notifying the Utility Billing office when renters move in or out of the property. The property owner is liable to the City for all utility bills accrued through the use of utility services at the property.

Temporary Stop of Refuse Services

If your house will be vacant for 30 days or more, you can temporarily stop refuse services. You must contact the City to let us know the date you will be leaving and the garbage container must be stored in a secure area, such as your garage. Upon returning, you must contact the City to request that the garbage services be reinstated.

Flat fee that each resident pays for one container. This fee covers charges connected in the garbage collection process: container costs, vehicle costs, labor, insurance, and disposal of garbage at a designated facility, etc.
Water and Sewer Varies These charges will vary with your water usage. Water is $1.65 per 1000 gallons of water used and the Sanitary Sewer is $2.70 per 1000 gallons of water used. A sewer "base" or "cap" is calculated each year during the winter period for residential accounts. Areas with in-ground sprinkler systems for an association or have separate meters specifically for sprinkling will not be given a base or cap on sewer charges for their domestic use.
Storm Sewer $4.50 Flat fee that each resident pays per month. The storm sewer charge is for maintenance, renovation, and additions to the existing storm sewer system. The storm sewer is for water runoff (rainstorms, winter thaw, etc).
State Solid Waste Management Fee Varies State charge of 9.75% calculated on the refuse portion of the bill. Also applies to bulk pickup charges also apply. These fees are remitted back to the State of Minnesota.
State Health Fee $6.36 Yearly charge for connection to public utility. This is a State mandated charge. All funds collected by the City are remitted to the State Department of Revenue.
Hennepin County Solid Waste Management Fee Varies Hennepin County charge of 9% calculated on the Refuse portion of the bill. Also applies to bulk pickup charges. These fees are remitted back to Hennepin County.
