Yes. The Hopkins Police Department will attempt to open your car when keys are locked inside, call load permitting. You will be asked to sign a waiver releasing the police department from any damage that may occur as a result of opening the door.

Where is the police department located?

The Hopkins Police Department is located in the lower level of Hopkins City Hall at 1010 1st St S. To get there, travel approximately ½ mile west of 169 on Excelsior Blvd (Co Rd 3) to 11th Ave S, turn right. The police department entrance is on the west side (11th Ave) of City Hall.

What is the noise ordinance in Hopkins?

Hopkins City Code 2005.61 Subd 1 in part states, "...loud, unpleasant, raucous or prolonged noise is hereby declared to be a public nuisance... and is hereby declared to be in the public interest that loud, unpleasant, raucous and unnecessary or prolonged noise be abated."Additionally, 2005.61 Subd 2 cites activity that is prohibited. In part, no person shall between the hours of 10:00 pm and 7:00 am conduct, permit, congregate at, participate in or be present at any party or gathering of people from which noise emanates of sufficient volume that it disturbs the peace and quiet, and can easily be heard at a distance of 50 feet from any residential dwelling.

How many dogs can I have? Is there a leash law? How long does a dog have to bark before I can complain?

All rules regarding domestic animals can be found under Hopkins City Code 925.925.24 states you cannot keep more than two (2) dogs or four (4) cats over the age of 6 months. Furthermore the TOTAL number of dogs and cats cannot be more than four.

As a pet owner you are required to keep your dog(s) under restraint at all times.

Barking dogs can be a problem. Under Hopkins City Code 925.39, "any dog which shall, by any noise, unreasonably disturb the peace and quiet of any person in the vicinity..." would be considered a nuisance dog. This includes dogs that bark or whine repeatedly over a five-minute period of time.

Why doesn't the City tag cars instead of tow during a snow emergency?

Anytime there is a snowfall of two or more inches, a Snow Emergency exists. City ordinance prohibits parking on any city street or city parking lot until plowed, to allow city snow plowing operations to occur. Issuing a citation and allowing the vehicle to remain would not permit the snowplows to adequately and safely clear the streets of snow.

At the direction of the Hopkins Public Works Department, vehicles that are not removed prior to plowing operations are towed to the designated towing contractor.

How do I get an Order for Protection?

In Hennepin County, an Order for Protection is issued by the Hennepin County Family Court. There are strict requirements that must be met before an order is issued. For information call 612-348-5073.

Isn't the street in front of my house for my parking only?

Unfortunately, no. Any person may legally park a vehicle on any city street for no longer than 24 continuous hours. Parking regulations may be found under Hopkins City Code 1305.

What time is curfew?

Hopkins City Code 2010 was adopted from Hennepin County Ordinance 16 - Curfew in 1995. Curfew regulations throughout Hennepin County and Hopkins are in effect 7 days a week, year round. Persons under the age of 18 are prohibited from being in a public place or establishment during certain nighttime hours.

Age 12 to 14 - Home by 10 pm extended 1 hour on Fri/Sat
Age 15 to 17 - Home by 11 pm extended 1 hour on Fri/Sat
