Community Input

Four community open houses were held in the initial stage of the planning process, in April and early May 2007, to hear from the community about their visions for the future of Hopkins and the issues they think will be important in the years ahead. Additionally, another Open House was held in May 2008. If you missed the open houses, please take a few minutes to fill out a quick, 3-question survey. The input that you provide will help shape the direction of the City’s planning efforts.

FAQ - Comprehensive Plan

What is the Comprehensive Plan?

The Hopkins Comprehensive Plan is a document that states the City’s current policy position on a number of issues including land use, housing, transportation, parks and utilities. It describes how Hopkins is likely to change over the next 10 to 20 years.

Why is the City updating the Comprehensive Plan?

Every ten years, all Twin Cities area communities are required by State law to update their comprehensive plans. The current Hopkins Comprehensive Plan was adopted in 1999.

Who will be responsible for the Plan update?

The Hopkins Zoning and Planning Commission will oversee the preparation of the Comprehensive Plan. Plan text and graphics will be assembled by City staff and Hoisington Koegler Group, the planning firm assisting the City in the effort. At key points in the process, information will also be reviewed by the Hopkins City Council as well as the Park Board. Also, a Comprehensive Plan Ad-Hoc Committee, comprised of community representatives, will meet periodically with the Zoning and Planning Commission during the preparation of the plan.

Who typically uses the Comprehensive Plan?

The Comprehensive Plan establishes policies and specific actions to be undertaken by the City. Accordingly, it is frequently used to help guide recommendations made by the Zoning and Planning Commission and other Hopkins commissions, and it is used in decisions made by the City Council. Additionally, it is used by property owners and developers when considering the future use of property.

How long will the planning process take to complete?

By law, the City of Hopkins needs to have its Comprehensive Plan updated and submitted to the Metropolitan Council for review by October of 2008. Following the City’s completion of the plan, adjacent governmental jurisdictions have six months to review the document and forward any comments to the Metropolitan Council.

What happens after the plan is adopted?

After the Plan is adopted, the City will review and modify the Hopkins Zoning and Subdivision Ordinances as necessary to ensure consistency with the Comprehensive Plan and the community’s vision for the future.
