The City of Hopkins believes that providing for public health, safety and welfare to its citizens mandates the existence of a residential rental dwelling units license and maintenance program. On June 6, 1995 the Hopkins City Council approved Ordinance No. 95-764, which requires all premises rented in whole or in part as a dwelling unit to be licensed annually, this includes all apartment complexes, single family homes, condominiums, town homes, double bungalows, rooming units and owner occupied double bungalows.

Rental licenses expire annually on October 31. Rental licenses must be renewed before October 31 of each year. License fees are doubled when an application is received more than 30 days after it is due.

Please complete the license card and return it with the appropriate fee indicated on the card. Please make any changes necessary in the information listed on your card. Once your completed license card and fee have been received, a license receipt will be issued. Please keep the receipt for your records.

Required Information

  • Print the owner's name, address, and a telephone number where he/she may be reached.
  • Print the property manager's name, address, and telephone number if applicable.
  • Signature of owner or property manager on the license card.
  • Enclose a check or money order made payable to the City of Hopkins for the license fee indicated on the rental license card.

All rental properties are subject to a random property maintenance inspection by the City of Hopkins Housing Inspector. The City of Hopkins Housing Inspector will contact you prior to any routine rental inspection.

License Fees

Due to recent discrepancies and confusion, the license fee has changed. In the past if a condominium owner registered as a "group" through their association or Management Company, they were only paying a $2.50 per unit license fee. Others were paying $20 per unit. This is no longer permissible. There will no longer be a "group rate." Individual condominium owners will have to pay the same fee as other rental property owners.

Annual Fees (effective July 14, 2003)

  • Buildings with 3 or more units: $20 per building + $5 per unit
  • Buildings with 2 units: $20 per building
  • Single family units, including individually owned condos or townhouses: $20 per unit
