Permits
Building permits are required whenever windows are replaced with the following exceptions:
- Installation of combination storm/screen windows
- Sash replacements
- Glass replacements or repairs
The code requires that windows be installed in accordance with the manufacturers installation instructions.
There are three issues to keep in mind when replacing windows:
- Energy efficiency
- Safety glazing
- Egress
Energy Efficiency
New windows are required to meet the energy code. The following U-Values may not be exceeded for the various window types:
- 0.37 For windows and glass doors except foundation windows 5.6 sq. ft. and less
- 0.55 For skylights
- 0.51 For foundation windows 5.6 sq. ft. and less
Labels are required on windows to assist you in selecting windows that meet the energy code.
Safety Glass
Some windows are required to have safety glass in them to reduce the potential for injury in the event of accidental contact with the window. Generally, windows adjoining doors, landings, and bathtubs or spas require safety glazing. Glass installed in storm, patio, or entry doors must be safety glazed. Also, windows that exceed certain sizes are required to be safety glazed. When windows are replaced, they must meet the safety glazing requirements of the current code. Egress Window Replacement
The International Residential Code requires that all new bedrooms must have windows that meet egress requirements but the rules are not retroactive to windows in existing bedrooms unless you replace those windows. If you are replacing a window in an existing bedroom, the new window is not required to meet new egress requirements if the replacement window meets the following conditions:
- The existing height and width net clear opening shall not be reduced by more than 2 inches (51 mm) in either dimension;
- The rooms or areas are not used for any Minnesota state licensed purpose;
- The window is not required pursuant to the Minnesota Fire Code;
- The sleeping room is not undergoing an addition, remodeling, or a change in occupancy; and
- The window is not required to be replaced pursuant to a locally adopted housing, property maintenance, or rental licensing code.
If you are replacing a bedroom window and you are increasing the size of the rough opening of the window, the new window must meet egress requirements. More information about specifications for egress windows.
