The goal is to redevelop the primary area into higher density, mixed-use developments that include primarily office, housing, and limited retail uses. A plan was proposed in 2003 and adopted by the City Council that identifies a concept development plan for this area. This plan identifies a number of development modules.
City staff has met with several development groups who have an interest in the redevelopment possibilities of this area. Site assemblage is the primary obstacle. It is likely that public financial assistance is necessary in order to reduce land costs to a point at which development is financially feasible.

- Redevelopment of Supervalu North Annex site viewed as catalyst for redevelopment of this area.
- The Southwest Transit Corridor passes through the area and as a result there is a potential for transit-oriented development.
- Other important amenities of the area include strong recreational trail connections, Minnehaha Creek, and recently completed Excelsior Boulevard improvements.
