City Council

The City of Hopkins uses the council-manager form of municipal government. The City Council is comprised of the mayor and four council members. The City Manager is the chief administrative officer of the City, selected by the City Council to serve an indefinite term. City boards and commissions serve in an advisory capacity to the City Council.

The City is managed through seven departments, each with a department head who reports to the City Manager.

The City Charter was adopted on December 2, 1947 and serves as the basis for government operations in Hopkins.
