A special meeting of the Hopkins Housing and Redevelopment Authority was held April 18, 2006, at Hopkins City Hall. Present were Chairman Eugene Maxwell and Commissioners Kristi Halverson, Bruce Rowan, Jay Thompson, and Cheryl Youakim. Also present were Executive Director Rick Getschow, Housing & Development Coordinator Kersten Elverum, and City Attorney Jerry Steiner.

    1. ITEM 2006-12 Tax Increment Financing Districts 1-3 & 1-4
      Ms. Elverum gave an overview of this item. She explained that in July of 2005 the City established TIF District 1-3 to facilitate redevelopment within its boundaries.
        Staff recommended that 12 parcels originally in District 1-3 be removed and a new District 1-4 be created, encompassing those 12 parcels (shown in a map). This is being recommended to facilitate the proposed mixed-use project by The Cornerstone Group. Both districts (the modified 1-3 and the new 1-4) qualify as redevelopment districts.
        Commissioner Rowan moved, Commissioner Halverson seconded, to adopt Resolution 442, modifying the redevelopment plan for redevelopment Project No. 1 and modifying Tax Increment Financing Plan for Tax Increment District 1-3 and establishing Tax Increment Financing District 1-4 therein and adopting a tax increment financing plan therefor. The motion was approved unanimously.

    Commissioner Youakim moved, Commissioner Thompson seconded, to adjourn the meeting. The motion was approved unanimously. The meeting adjourned at 8:05 pm.
