A special meeting of the Hopkins Housing and Redevelopment Authority was held February 21, 2006, at Hopkins City Hall. Present were Chairman Eugene Maxwell, Commissioners Kristi Halverson, Bruce Rowan, Jay Thompson, and Cheryl Youakim. Also present were Executive Director Rick Getschow, Housing & Development Coordinator Kersten Elverum, and City Attorney Jerry Steiner.

    Chairman Maxwell called the meeting to order at 7:15 pm.

    1. ITEM 2006-7 Redevelopment agreement with Opus Corporation for proposed project on SUPERVALU North Annex property
      Kersten Elverum provided an overview of the terms of the redevelopment agreement with Opus Corporation for the redevelopment of the SUPERVALU North Annex property. She explained that the project being proposed will include 500,000-680,000 square feet of primarily office use and requires tax increment financing (TIF) assistance to make it financially feasible. Ms. Elverum explained the other activities and approvals that must follow, including the AUAR update, master plan approval, PUD zoning, and PUD agreement. Sid Inman, Ehlers and Associates, stated that the terms are consistent with City policies on the use of TIF.
        Chairman Maxwell asked about the project schedule. Commissioner Thompson asked when demolition will occur. Dave Menke, Opus Corporation, indicated that demolition will follow the approval process and estimated July 2006. Other questions were raised regarding the proposed schedule and logistic issues.
        Commissioner Thompson moved, Commissioner Halverson seconded, to authorize execution of the development agreement with Opus Corporation (re: SUPERVALU North Annex property). The motion was approved unanimously.

    Commissioner Youakim moved, Commissioner Thompson seconded, to adjourn the meeting. The motion was approved unanimously. The meeting adjourned at 7:25 pm.
