A regular meeting of the Hopkins Housing and Redevelopment Authority was held January 3, 2006, at Hopkins City Hall. Present were Chairman Eugene Maxwell, Commissioners Kristi Halverson, Jay Thompson, and Cheryl Youakim. Also present were Executive Director Rick Getschow, Assistant Executive Director Jim Kerrigan, Public Housing Manager Stacy Unowsky, and City Attorney Jerry Steiner.

  1. Call To Order
    Chairman Maxwell called the meeting to order at 7:15 pm.
  2. Open Agenda/Public Comments
    None
  3. Consent Agenda
    1. Approve minutes of the December 6, 2005, regular meeting
    2. Approve disbursements through December 31, 2005
    3. ITEM 2006-3 - Adopt 2006 HRA Meeting Calendar
      Commissioner Thompson moved, Commissioner Halverson seconded, to approve the consent agenda. The motion was approved unanimously.
  4. New Business
    1. ITEM 2006-1 Public Hearing - Public Housing Agency Plan
      Ms. Unowsky provided an overview of the plan. The public hearing was opened at 7:29 pm. No comments were received. Commissioner Thompson moved, Commissioner Halverson seconded, to close the public hearing. The motion was approved unanimously. The public hearing was closed at 7:30 pm.
        Commissioner Thompson moved, Commissioner Youakim seconded, to adopt Resolution 435, authorizing approval of PHA Annual Plan, and subsequent submission to HUD in January 2006. The motion was approved unanimously.
    2. ITEM 2006-2 20th Avenue Demolition Plan
      Ms. Unowsky provided an overview of the plan. She detailed the goal of this process. She also discussed the relocation of the tenants. She said they would be eligible for Section 8 vouchers.
        Commissioner Halverson moved, Commissioner Thompson seconded, to adopt Resolution 436, authorizing the HRA to submit the application to HUD in January 2006 for the demolition of the 20th Avenue townhomes. The motion was approved unanimously.

    Commissioner Thompson moved, Commissioner Youakim seconded, to adjourn the meeting. The motion was approved unanimously. The meeting adjourned at 7:40 pm.
