A regular meeting of the Hopkins Housing and Redevelopment Authority was held January 4, 2005, at Hopkins City Hall. Present were Chairman Eugene Maxwell, Commissioners Rick Brausen, Diane Johnson, Bruce Rowan, and Jay Thompson. Also present were Assistant Executive Director Jim Kerrigan, Public Housing Manager Stacy Unowsky, and City Attorney Jerry Steiner.

  1. Call To Order
    Chairman Maxwell called the meeting to order at 7:10 pm.
  2. Open Agenda/Public Comments
    None
  3. Consent Agenda
    1. Approve minutes of the December 7, 2004, regular meeting
    2. Approve disbursements through December 31, 2004
    3. Adopt 2005 meeting calendar
      Commissioner Rowan moved, Commissioner Johnson seconded, to approve the consent agenda. The motion was approved unanimously.
  4. New Business
    1. ITEM 2005-01 Public Housing Annual/5-Year Agency Plan
      Ms. Unowsky provided an overview of this item. She stated that there was a meeting of residents on the Plan. The public Hearing opened at 7:15 pm. No one spoke at the public hearing. Commissioner Johnson moved, Commissioner Thompson seconded, to close the public hearing. The motion was approved unanimously.
        Commissioner Brausen moved, Commissioner Johnson seconded, to adopt Resolution 424, authorizing approval of PHA 5-Year and Annual Plan, and subsequent submission to HUD in January 2005. The motion was approved unanimously.
    2. ITEM 2005-02 Public Housing Policy Revision
      Ms. Unowsky provided an overview. The public hearing opened at 7:20 pm. No one spoke at the public hearing. Commissioner Brausen moved, Commissioner Johnson seconded, to close the public hearing.
        Commissioner Johnson moved, Commissioner Brausen seconded, to adopt Resolution 425, authorizing approval of revised Admissions and Continued Occupancy Policy. The motion was approved unanimously.
  5. Adjournment
    Commissioner Rowan moved, Commissioner Johnson seconded, to adjourn the meeting. The motion was approved unanimously. The meeting adjourned at 7:25 pm.
