A regular meeting of the Housing and Redevelopment Authority was held January 6, 2004, at Hopkins City Hall. Present were Chairman Eugene Maxwell, Commissioners Rick Brausen, Diane Johnson, Bruce Rowan, and Jay Thompson. Also present were Executive Director Steve Mielke, Assistant Executive Director Jim Kerrigan, Public Housing Manager Stacy Unowsky, and City Attorney Jerry Steiner.

    Chairman Maxwell called the meeting to order at 7:15 pm.

  3. Consent Agenda
    1. Approve minutes of the December 2, 2003, regular meeting
    2. Approve disbursements through December 31, 2003
      Commissioner Johnson moved, Commissioner Rowan seconded, to approve the consent agenda. The motion was approved unanimously.

    1. Item 2004-01 Public hearing 2004 Public Housing Agency Plan
      Ms. Unowsky provided an overview of the streamlined plan for this year. She stated that there are no major changes from last year's plan. She also stated that ten residents participated in the preparation of the plan. Two members from CHARP appeared, Jim Brown and Rosemary Foley. Mr. Brown expressed a concern over the makeup of the advisory board. Ms. Foley stated she was pleased about the preference for elderly and disabled. Ms. Foley also stated that CHARP desires that the HRA 5-year plan next year include wording in the new admissions policy detailing the HRA's plan to have over 40 percent of all new residents at income levels at or below 30 percent of the Area Median Income. This will exceed the HUD-established minimum of 40 percent. Commissioner Brausen moved, Commissioner Rowan seconded, to open the public hearing. The public hearing was opened at 7:20 pm. There were no comments. Commissioner Thompson moved, Commissioner Brausen seconded, to close the public hearing. The public hearing was closed at 7:21 pm. Commissioner Rowan moved, Commissioner Brausen seconded, to adopt Resolution 415, authorizing approval of PHA Plan Update for the year and submission to HUD in January 2004. The motion was approved unanimously.

    Commissioner Rowan moved, Commissioner Brausen seconded, to adjourn the meeting. The motion was approved unanimously. The meeting adjourned at 7:29 pm.
