Volunteers Needed For Community Emergency Response Team

The City of Hopkins and the Hopkins Fire & Police Departments are looking for volunteers that would be interested in participating in a Community Emergency Response Team (CERT) Program.

What is CERT?

The CERT Program consists of a group of volunteers who have been trained to assist with basic disaster response such as fire safety, light search and rescue, team organization, and disaster medical operations.

What does CERT do?

CERT participants assist family members and others in their neighborhood or workplace following an incident when professional responders are not immediately available to help. Members also assist with community events such as Raspberry Days and Mainstreet Day. CERT members are involved in disaster drills along with the Police and Fire Departments to maintain their skills.

How do I qualify?

You must live in Hopkins, be at least 18 years of age, submit to a background investigation, and successfully complete the 24-hour training course.

Is there training?

Yes, training requires 24 hours of instruction. The CERT course is taught in the community by a team of first responders who have completed a CERT Train-the-Trainer course. CERT training includes disaster preparedness, disaster fire suppression, basic disaster medical operations, and light search and rescue operations. Classes are one night per week from 6–10 pm and last for six weeks. There will be a final simulation drill on a subsequent Saturday from 8 am to noon.

Alcohol & City Parks

Beer and wine in non-glass containers are allowed with a permit in Central, Valley, and Burnes parks. Alcohol use in all other City Parks is strictly prohibited.

Residents interested in obtaining an alcohol permit for a picnic shelter reservation should contact Recreation Services at 952-939-8203. For an alcohol permit not affiliated with a picnic shelter, residents should call Hopkins City Hall, 952-935-8474. Permits are $25 per requested date.

Watch Where You Post Garage Sale Signs

If you are planning a garage sale this summer, please remember that posting signs on utility poles, light poles, traffic light poles, or stop sign poles on the public right-of-way, including boulevards and intersections, is strictly prohibited in the City of Hopkins.

City Code 800.03 states unauthorized signs placed on public property will be removed and destroyed. Signs cannot be posted on private property without obtaining prior permission from the property owner.

The Activity Center will be organizing free transportation to the concert from Presbyterian Homes Terrace at Beacon Hill, Glen Lake Landing, Central Park Manor, Raspberry Ridge, Dow Towers, and Village Apartments. Free Yard Waste/Brush Drop Off Site Is Open

Drop off your yard waste and brush for free on Wednesdays from 2–7 pm and Saturdays from 9 am–3 pm. The drop off site is located at 3100 Hopkins Crossroads (on the west side of County Road 73, approximately two blocks north of County Road 5).

Please note:

  • Only brush and yard waste from Hopkins residential properties can be accepted.
  • Driver licenses will be checked to ensure residency requirement.
  • Residents must unload and unbag their materials at the site.
  • Brush/yard waste from yard maintenance companies will not be accepted.
  • Logs or lumber will not be accepted.

Yard Waste & Brush Curbside Pick Up

If you prefer to have your yard waste & brush picked up curbside by the City for a fee, follow these guidelines.

Yard waste bags must have a yard waste sticker affixed to be collected. Yard Waste stickers are $2 each and available at Hopkins City Hall or Hopkins Public Works. A minimum of 10 stickers may also be ordered by phone at 952-939-1382. Phone order charges will be placed on resident’s utility bill. Yard waste bags will be picked up the same day as refuse. Bags must be placed at your refuse pick up location.

Brush pick ups take place on Tuesdays. To schedule a brush pick up call 952-939-1382 before 2 pm on Monday. Brush should be placed on the boulevard, parallel to the street. The pick up charge ($8 for up to 5 cubic yards, $20 for 5–17 cubic yards, and $30 for each 18 cubic yards/truckloads) will be placed on the resident’s utility bill.

Don't Forget To Cut The Grass

Remember to groom the grass and weeds on your property. Grass and weeds higher than 10 inches are considered a nuisance and a citation will be issued. If City crews have to maintain your grass and weeds, you will be charged for the service.

Recreational Fires: Do I Need A Permit?

The City of Hopkins receives many calls from people wishing to have campfires in their backyards. Recreational fires in Hopkins do not require a permit (except during a burning ban) if they meet the requirements below, set forth by the Department of Natural Resources (DNR), the State of Minnesota, and the City of Hopkins.

  • The material to be burned must be limited to a pile no larger than 3 feet in diameter by 3 feet high.
  • Only unpainted and untreated wood, coal, or charcoal may be burned.
  • Fire must not be within 25 feet of a structure or combustible material unless contained in a barbecue pit. Conditions which could cause a fire to spread to within 25 feet of a structure must be eliminated before starting the fire.
  • Buckets, shovels, garden hoses, or a fire extinguisher with a minimum 4-A rating must be readily available.
  • Recreational fires must be constantly attended by someone who knows how to use fire-extinguishing equipment. The fire must be attended until it has been extinguished.
  • If the chief determines a recreational fire to be hazardous, the fire must be immediately extinguished.

If you plan to have a fire that does not meet the above requirements, you must obtain a combination permit from the City of Hopkins and the DNR through the Hopkins Fire Marshal.

If you are concerned that neighbors might confuse your recreational fire with a destructive one and call 911, you may call the Hopkins Police and Fire Dispatcher at 952-938-8885 and tell them you are having a recreational fire. If a neighbor complains because of smoke or fear of the fire spreading, your fire will be considered a “Public Nuisance” and will need to be extinguished. Be a good neighbor. Keep your fire well away from the property line. Use only clean dry wood, don’t allow the fire to smolder, and keep it burning good and hot to minimize smoke.
