Snow Removal

When any amount of snowfall occurs, residents must remove vehicles from Hopkins City streets, parking lots, right-of-ways and the Municipal Parking Ramp. A snow emergency may be declared upon a two-inch snowfall. Parking restrictions will remain in effect until streets are plowed curb to curb, and parking lots and the Municipal Ramp are completely plowed.

Snow depths are measured in Hopkins and may not coincide with the snow depths reported at the Minneapolis Twin Cities Airport. Local media including WCCO-AM radio and WCCO-TV are notified of Hopkins' snow emergency; however, the stations do not guarantee the announcement will be broadcast. When in doubt you should call the Snow Line.

If a snow emergency is declared in Hopkins during the afternoon or early evening, crews could begin plowing shortly after midnight; however, tagging and towing enforcement will begin at 10:00 pm. When a snow emergency is declared after 10:00 pm, tagging and towing operations will begin at 8:00 am on the following day. To avoid being towed, residents should remove vehicles from the City streets and parking lots as soon as a snow emergency has been declared.

Property Tax Refunds

Minnesota has two property tax refund programs for homeowners: the regular property tax refund, and the special property tax refund. You may be eligible for one or both, depending on your income and the size of your property tax bill.

  • The regular property tax refund is based upon your total household income.
  • The special property tax refund is available to all property tax payers. You can be eligible for a refund if your property taxes increased by more than 12 percent from 2005 to 2006; and the increase is at least $100.

Information about these programs can be found on the Department of Revenue Web site: www.taxes.state.mn.us/taxes/property/.

The State of Minnesota also has programs for property tax deferral for senior citizens as well as special homestead classifications for individuals who are disabled or blind. Information on these programs can also be found at www.taxes.state.mn.us/taxes/property/.
