Police Activity In 2004

The police department has completed review of the activity levels in Hopkins for 2004. Calls for Service, the basic description of everything from a parking complaint to an armed robbery in progress, are the main indicators of police activity. For many years during the 1970s and 1980s the Hopkins Police Department averaged 10,000 to 11,000 calls for service each year. The last five years have seen steady increases in the number of calls the police department has received. In 2004, the amount of calls increased 37% over 2003 to 19,600 calls.

Some of the increase is positive. There were more calls received regarding suspicious activity, which almost doubled from the amount received in 2000. This means that more residents are actively watching their neighborhoods and calling police when they see suspicious activity. It is better to respond to 100 suspicion calls that turn out to be nothing than miss one residential burglary in progress because the neighbors failed to call. Medical calls are also increasing. The department provided primary medical response 1,390 times in 2004 and is credited with saving 3 people's lives that were in cardiac arrest when officers arrived.

Some of the increase is a matter for concern. Aggravated assault investigations have increased over 50% in the last few years. Also, officer contact with persons in mental health crisis increased 98% last year alone.

Free Yard Waste & Brush Drop Off Site Is Open

The drop off site is located at 3100 Hopkins Crossroads. Due to intersection construction, the site is only accessible from Cedar Lake Rd to southbound Co Rd 73. The site is open Wednesdays from 2:00 pm–7:00 pm and Saturdays from 9:00 am–3:00 pm.

  • Only brush and yard waste generated on Hopkins residential properties will be accepted.
  • Driver licenses will be checked to ensure residency requirement.
  • Residents must unload and unbag their materials at the site.
  • Brush/yard waste from yard maintenance companies will not be accepted.
  • Logs or lumber will not be accepted.

Alcohol Permits Required For Three City Parks

Beer and wine in non-glass containers are allowed with a permit in Central, Valley, and Burnes parks. Alcohol use in all other City Parks is strictly prohibited.

Residents interested in obtaining an alcohol permit for a picnic shelter reservation should contact Recreation Services at 952-939-8203. Permits are $25 per requested date.

Garage Sale Sign Restrictions

If you are planning a garage sale this summer, please remember that posting signs on utility poles, light poles, traffic light poles or stop sign poles on the public right-of-way including boulevards and intersections, is strictly prohibited in the City of Hopkins.

City Code 800.03 states unauthorized signs placed on public property will be removed and destroyed. Signs cannot be posted on private property without obtaining prior permission from the property owner. For more information about the City Code, go to www.hopkinsmn.com.

Yard Waste & Brush Curbside Pick Up

Yard Waste

Yard waste bags must have a yard waste sticker affixed to be collected. Yard Waste stickers are $1.00 each and are available at Hopkins City Hall (952-935-8474) or Hopkins Public Works (952-939-1382). Stickers may also be ordered by phone (a minimum order of 10 stickers is required). Phone order charges will be placed on resident's utility bill. Yard waste bags will be picked up the same day as refuse. Bags must be placed at your refuse pick up location.

Brush

Brush pick-ups take place on Fridays. To schedule a brush pick-up call 952-939-1382 before 2:00 pm on Thursdays. Brush should be placed on the boulevard, parallel to the street. Branches must be no longer than 15 feet or bigger than six inches in diameter. The pick up charge will be place on the resident's utility bill.

Don't Forget To Cut The Grass

Property owners and tenants are reminded to groom the grass and weeds on their property. If grass and weeds are higher than 10 inches, they are considered a nuisance and a citation will be issued. If City crews have to maintain your grass and weeds, the property owner will be charged for the service.

2005 Road Construction Projects

Residential Street Reconstruction (Presidential Avenues N)
This project includes the removal and replacement of the asphalt streets and selected utility repairs. Work is scheduled to begin in late May with the replacement of natural gas services. Construction of the street segments will start in early June and continue through the summer. Access to all homes will be maintained during the project.

County Road 73 & 5 (Hopkins Crossroads & Minnetonka Blvd)
This project includes the total reconstruction of this intersection and will include traffic signals, walking trail, and decorative amenities. The intersection was closed on April 18. The contractor is currently removing poor soils from under the roadway and utility work will begin shortly. The intersection will be closed through October.

Parking Lot 800 (10th Ave N & 1st St N)
This parking lot will be reconstructed this summer and will include additional lighting and sidewalk improvements. Work will begin following the Raspberry Festival. To accommodate displaced users during construction, parking permits for Lot 700 and the Parking Ramp will be issued.

Seal Coating
The Public Works Division is working to set up seal coating of residential streets in the Knollwood and Interlachen neighborhoods this summer. Parking will be restricted for a few days during this work. Watch for parking restriction signs to be posted prior to the start of the project.

8th Ave S Extension
This project includes extending 8th Ave S from Excelsior Blvd across the regional bike trail. Work is expected to take place in June and should not significantly impact parking in the adjacent park and ride lot.

Refuse & Recycling

Recycling collection is June 13–16 and 27–30. Refuse pick-ups will be delayed by one day the week of July 4 due to the holiday.
