2012 Projects
The projects described below are planned for 2012. The complete Capital Improvement Plan is five years.
Building Improvements
- Hopkins Activity Center – Replace existing low pressure steam boiler with two low pressure hot water boilers. Replace existing air conditioner units and steam heat system with combined heat and air conditioning units. Replace existing air conditioning unit in Historical Society with rooftop HVAC unit. Replace existing steam makeup unit for kitchen with gas fired makeup unit. The existing system is 30 years old and the supply piping is 60 years old. The existing life of the system is of concern. Upgraded system will allow better control of HVAC system and reduce energy costs. Existing kitchen would be modified to meet current regulations.
- The Hopkins Center for the Arts is continuing scheduled replacement of the carpeting that was installed when the facility was built. Carpeting in the Stages Theater offices, ticket office, Arts Center Executive Director and Program Director offices is over 14 years old and showing extensive wear. These rooms are the last with original carpeting to be replaced. Cost of carpet replacement for these areas is $15,050.
- City Hall Server Room Air Conditioning – Current wall air conditioning units were not designed to keep the computer server room at the required temperatures for the equipment located in this room. The new unit would utilize outside air for cooling in cooler months and allow shutting down lower level air handler during unoccupied times. The project includes demolition of a portion of the wall dividing the server room and telephone room to allow for better control of cooling of the two rooms.
Parks
- Shady Oak Beach Community Play Area—Work was done in 2010 at Shady Oak Beach to replace the former, aging, water play area with a community play area designed to be a destination attraction for residents of Minnetonka and Hopkins. The project cost $330,000 and was reduced by a $140,000 grant from the state. The remaining amount is cost-shared with the City of Minnetonka. Hopkins share is 1/3 of the remaining cost, or $63,000, payable as $21,000 in 2010, 2011 and 2012.
- Valley Park Play Equipment – The play equipment that is 20-25 years old will be replaced.
- Miscellaneous park improvements in various neighborhood and community parks, along with improvements to the Overpass Skate Park, will be done in 2012 to maintain safe and enjoyable play areas, shelters and landscaping.
- Park Building Re-roofing – The roofs of the Maetzold Field House, Harley Hopkins warming house and the Central Park warming house are scheduled for replacement due to leaking. All three roofs are beyond their useful lives.
- Cottageville Park Play Equipment – In accordance with the park master plan we will replace the existing 23 year old equipment.
Pavilion
- Bleacher Heating Replacement – Plans call for replacement of the current 18-year-old bleacher infrared heating system with a new energy efficient system. The current system no longer produces adequate heat due to deterioration of the major components.
- Ice Resurfacer Water Heating System Replacement – The three existing water heaters used to heat the ice resurfacing water will be replaced with a new water heating system. One of the existing heaters is not usable and the remaining two have corrosion and major scaling issues. All three water heaters are part of the original 1990 building.
Street & Pavement Management
The City has a funding and implementation plan for repair and maintenance of Hopkins roadways. Needs are identified and funded through state aid, special assessments, utilities, tax increments and annual levies. This program identifies the most opportune time to repair streets.
In 2012 the City anticipates spending approximately $1,800,000 on street improvements. In addition to the City’s share of costs which total $1,000,000, special assessments estimated at $800,000 will be levied against benefitting property owners. A proactive pavement management and infrastructure improvement program aids in keeping public works maintenance costs to a reasonable level and, as a result of the City’s program, maintenance costs have remained relatively stable over the last five years.
- Streets scheduled for reconstruction in the Central Hopkins Reclamation Project are: Minnetonka Mills Road between 11th and 7th Avenues; 11th Ave N between 1st St and 3rd St; 9th Ave N between 2nd St and Mainstreet; 3rd St N between 8th and 11th Ave; 4th St N between 10th and 11th Ave; and 8th Ave N between 1st and 2nd St.
- Construct Concrete Alleys – The City has had a policy of constructing concrete alleys for a number of years. This policy has proved to be sound by the concrete alley’s durability and low maintenance costs. Current policy has the City share at 20% of the cost in residential areas. Scheduled for 2012 are alleys south of 3rd St N and north of 2nd St N between 6th Ave N and 5th Ave N and the alley south of Mainstreet between 8th and 9th Ave S.
- Mainstreet Traffic Signal Upgrades – This project upgrades the Mainstreet traffic signals with LED lighting, countdown timers, controllers and audible signals for the visually impaired. In 2012, lights at 11th Ave and Mainstreet are scheduled for replacement.
- Railroad Quiet Zone – Modify existing railroad grade crossing to satisfy Federal Railroad Administration (FRA) requirements to create a whistle-free quiet zone for the CP railroad corridor. Phase one costing $30,000 will be to plan and coordinate requirements with FRA and SWRLT project offices and to design necessary supplemental safely measures.
- Second Avenue Berm Replacement – The current landscaped berm buffer is 30+ years old, the spruce trees are dying and the area needs landscaping. The City will remove the dead and dying mature spruce trees and re-landscape the right of way berm.
Utilities
- Along with the street improvements described above, $275,000 in water, sanitary sewer and storm sewer maintenance work will be done while those streets are being repaired.
- In addition, to ensure reliable and safe water supply, the City will begin a five-year replacement of water meters at an annual cost of $95,000 as identified in the 2007 Utility Master Plan.
- To maintain adequate storm water drainage, the City will perform concrete alley repairs at a cost of $18,000 along with lift station maintenance of $15,000.
- Additional utility projects include $20,000 for an emergency water connection to Edina to provide mutual aid in the event of an emergency and $250,000 in storm water improvements in Cottageville Park to improve the water quality for Minnehaha Creek as outlined in the cooperative agreement with the Minnehaha Watershed District for the renovation of the Blake Road/Lake Street/Cottageville Park area.
