The projects described below are planned for 2011. The complete Capital Improvement Plan is five years.
City Hall Council Chamber automated playback equipment is scheduled to be purchased in 2011. An automated playback of video programs such as the council meetings and other events of government/community interests can be achieved by expanding on the bulletin board system to included DVD players, VCRs and direct to hard drives (MPG) storage record/playback systems. It provides absolute control of your programming through an automated system. The system is user friendly and can be attended to by non-technical people.
The Hopkins Center for the Arts is continuing scheduled replacement of the carpeting that was installed when the facility was built. Carpeting in the Redepenning Gallery that is 13 years old and showing visible signs of wear will be replaced with wood laminate to give the gallery a more professional gallery feel. Cost of carpet replacement for this room is $9,800.
Scheduled for 2011 is replacement of the Shady Oak Beach water play area with a community play area designed to be a destination attraction for residents of Minnetonka and Hopkins. The existing water play equipment at the site was installed when the beach was renovated in 1998 to encourage use of the site when weather condition were not conducive to swimming. The system is in need of replacement due to health and safety requirements as well as ageing equipment. Staff is recommending that the water play area be replaced with a community playground area designed to be a destination attraction for families with children 12 years of age and under. Use of this equipment on a seasonal basis would extend beyond the beach operating season and be available for use during the spring and fall months as well. The project is expected to cost $330,000 and will be cost shared on a one-third/two-thirds basis with the City of Minnetonka. Hopkins share is estimated at $63,000 payable $21,000 in 2010, 2011 and 2012. The total cost of this project was reduced by a $140,000 grant from the state.
Miscellaneous park improvements in various neighborhood and community parks along with improvements to the Overpass Skate Park will be done in 2011 to maintain safe and enjoyable play areas, shelters and landscaping.
A funding and implementation plan for repair and maintenance of Hopkins roadways exists. Needs are identified and funded through State Aids, special assessments, utilities, tax increments and annual levies. This program identifies the most opportune time to repair streets. In 2011 the City anticipates spending approximately $1,950,000 on street improvements. In addition to the City’s share of costs which total $1,091,600, special assessments estimated at $956,400 will be levied against benefited property owners. A proactive pavement management and infrastructure improvement program aids in keeping public works maintenance costs to a reasonable level and as a result of the city’s program, maintenance costs have remained relatively stable over the last five years.
Streets scheduled for reconstruction are the Central Hopkins Reclamation Project – 14th and 15th Ave N between 2nd St N and South Service Drive; 16th Ave N between 3rd St N and South Service Drive; 3rd St N between 15th and 17th Avenues; 4th St N between 12th and 17th Avenue, South Service Road between 12th and 16th Avenue and the North Service Road between Oakridge Road and 12th Avenue.
Construct Concrete Alleys – The city has had a policy of constructing concrete alleys for a number of years. This policy has proved to be sound by the concrete alley’s durability and low maintenance costs. Current policy has the city share at 20% of the cost in residential areas. Scheduled for 2011 are alley’s south of 6th St S and north of Nine Mile Creek, between 11th and 10th Avenues S.
Along with the street improvements described above, $275,000 in water, sanitary sewer and storm sewer maintenance work will be done while those streets are being repaired. In addition, to ensure reliable and safe water supple we will begin a five-year replacement of water meters at an annual cost of 95,000 and as identified in the 2007 Utility Master Plan, and to maintain adequate storm water drainage concrete alley repairs will be performed at a cost of $17,000.
