Zoning & Planning Commission Minutes

June 27, 2006

A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, June 27, 2006, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.

Present were Commission Members, Peter Sholtz, Mary Hatcher, Linda Flynn, Kyle Skiermont, Jannina Aristy, Virgil Aarness, and Jeff Paul. Also present was City Planner Nancy Anderson.

  1. Call To Order
    Mr. Sholtz called the meeting to order at 6:30 pm in the Council Chambers.
  2. Approval of Minutes
    Ms. Hatcher moved and Ms. Flynn seconded the motion to approve the minutes of the May 30, 2006, regular meeting. The motion was approved unanimously.
  3. Business
    1. Zoning Amendment - Signs Institutional District — Case No. ZN06-9
      Ms. Anderson reviewed the amendment with the Commission. There was discussion as to whether a site should be limited with the number of signs. It was decided that the number of signs would be limited to the maximum square footage allowed for the site.
        Ms. Aristy arrived at 6:35.
        The public hearing was opened at 6:40 p.m. No one appeared at the public hearing regarding this item. Ms. Hatcher moved and Mr. Aarness seconded a motion to close the public hearing. The motion was approved unanimously. The public hearing was closed at 6:41 p.m.
         Ms. Hatcher moved and Mr. Aarness seconded a motion to adopt Resolution 06-15, recommending approval of Ordinance 06-969, amending Section 570 of the Hopkins Zoning Ordinance permitting signs in the Institutional zone districts. The motion was approved unanimously.
    2. Rezoning - 8600-8964 Excelsior Boulevard — Case No. ZN06-10
      Ms. Anderson reviewed the area that is to be rezoned this month. It was noted that there may be some uses included in the B-4 zoning district that are not currently permitted. The Commission will be reviewing additional uses in the next few months.
        The public hearing was opened at 6:45 p.m. No one appeared at the public hearing. Ms. Hatcher moved and Mr. Aarness seconded a motion to close the public hearing. The motion was approved unanimously. The public hearing was closed at 6:46 p.m.
        Mr. Aarness moved and Ms. Hatcher seconded a motion to adopt Resolution RZ06-16, recommending approval of Ordinance 06-970 rezoning the property at 8600-8964 Excelsior Boulevard from B-3 to B-4. The motion was approved unanimously.
  4. Adjournment
    Mr. Sholtz moved and Mr. Aarness seconded a motion to adjourn the meeting. The motion was approved unanimously. The meeting was adjourned at 6:50 p.m.
