Zoning & Planning Commission Minutes

June 28, 2005

A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, June 28, 2005, at 6:30 pm in the Council Chambers of Hopkins City Hall.

Present were Commission Members Peter Sholtz, Kristi Halverson, Michael Kjos, Jeffrey Paul, Virgil Aarness, and Mary Hatcher. Jannina Aristy was absent. Also present were City Planner Nancy Anderson and City Attorney Wynn Curtiss.

  1. Call To Order
    Mr. Sholtz called the meeting to order at 6:30 pm.
  2. Approval of Minutes
    Ms. Hatcher moved and Ms. Halverson seconded the motion to approve the minutes of the May 31, 2005, regular meeting. The motion was approved unanimously.
  3. Business
    1. Rezoning - 415 Blake Road — Case No. ZN05-4
      Ms. Anderson reviewed the proposed rezoning. Alex Ugorets, the applicant, appeared before the Commission. Mr. Ugorets stated that the rezoning would make the building conform to the use.
        The public hearing was opened at 6:35 pm. No one appeared at the public hearing. Ms. Hatcher moved and Ms. Halverson seconded a motion to close the public hearing. The motion was approved unanimously. The public hearing was closed at 6:36 pm.
        Mr. Aarness moved and Ms. Hatcher seconded a motion to adopt Resolution RZ05-17, recommending approval of Ordinance 05-950 rezoning the property at 415 Blake Road from R-4 to B-1. The motion was approved unanimously.
    2. Conditional Use Permit - Office Use 415 Blake Road — Case No. CUP05-5
      Ms. Anderson reviewed the conditional use permit to allow an office use at 415 Blake Road. Alex Ugorets, the applicant, appeared before the Commission.
        The public hearing was opened at 6:37 pm. No one appeared at the public hearing. Ms. Hatcher moved and Ms. Halverson seconded a motion to close the public hearing. The motion was approved unanimously. The public hearing was closed at 6:38 pm.
        Mr. Aarness moved and Ms. Halverson seconded a motion to adopt Resolution RZ05-18, recommending approval of a conditional use permit to have an office use in the B-1 zoning district at 415 Blake Road. The motion was approved unanimously.
    3. Concept Review for Site Plan - Block 64 — Case No. SPR05-03
      Ms. Anderson reviewed the concept for Block 64. Andy Jones representing the applicant appeared before the Commission. Mr. Jones stated that they are working on the parking and the sewer issue. The Commission asked about the timeline for construction. Mr. Jones stated that they hope to combine phase I and II based on pre-sales.
        Ben Meinhardt of 101 5th Avenue North appeared before the Commission. Mr. Meinhardt was happy that the height was reduced from five to four stories.
    4. Zoning Amendment - B-4 — Case No. ZN05-6
      Ms. Anderson stated that the Planning Commission had been working on the B-4 zoning for several months. It was also noted that following the adoption of the B-4 zoning, the Planning Commission will be rezoning properties to the new zoning. The majority of the rezonings will be the property identified on the east end. No one appeared at the public hearing regarding this issue.
        The public hearing was opened at 6:55 pm. No one appeared at the public hearing. Ms. Hatcher moved and Ms. Halverson seconded a motion to close the public hearing. The motion was approved unanimously. The public hearing was closed at 6:56 pm.
        Mr. Paul moved and Mr. Aarness seconded a motion to adopt Resolution RZ05-19, recommending approval of Ordinance 05-951, adding a B-4 zoning district to the zoning ordinance. The motion was approved unanimously.
    5. Item: Review CIP
      The Commission reviewed the CIP.
  4. Adjournment
    Ms. Hatcher moved and Mr. Paul seconded a motion to adjourn the meeting. The motion was approved unanimously. The meeting was adjourned at 7:10 pm.
