Outlined below are areas of the City Code that generate a high level of interest by residents.
Hopkins City Code 2010 was adopted from Hennepin County Ordinance 16 in 1995. Curfew regulations throughout Hennepin County and Hopkins are in effect 7 days a week, year round. Persons under the age of 18 are prohibited from being in a public place or establishment during certain nighttime hours.
Hopkins City Code 925.24 states you cannot keep more than two (2) dogs or four (4) cats over the age of 6 months. Furthermore, the total number of dogs and cats cannot be more than four.
As a pet owner you are required to keep your dog(s) under restraint at all times.
Hopkins City Code 830.31 allows leashed dogs along the trails and open spaces in the city’s four largest parks: Valley, Burnes, Oakes, and Central. Dogs are not allowed to run at large. Dogs are not allowed in picnic areas, play areas, athletic fields, or other improved park areas.
Signs at trail ends list rules for dog owners (i.e. picking up after them, must be leashed at all times, areas where they are not allowed). "Add-a-bag/Take-a-bag" dispensers are provided at some locations for dog owners to store bags used for dog clean-up.
Barking dogs can be a problem. Under Hopkins City Code 925.39, "any dog which shall, by any noise, unreasonably disturb the peace and quiet of any person in the vicinity..." would be considered a nuisance dog. This includes dogs that bark or whine repeatedly over a five-minute period of time.

Loud, unpleasant, raucous, or prolonged noise is a public nuisance. Between 10 pm and 7 am, City Code 2005.61 prohibits gatherings of people from which noise emanates of sufficient volume that it disturbs the peace and quiet, and can easily be heard at a distance of 50 feet from any residential dwelling.
