This Comprehensive Plan serves as an update to the Hopkins Comprehensive Plan that was completed in 1989. For convenience, this plan maintains the format that was established in the 1989 document. The 1999 plan has been completed for two reasons. First, it states the City's current policy position on a number of issues including land use, housing, transportation, parks and utilities. Furthermore, it contains recommendations and various strategies to help ensure implementation.
Second, it meets the Minnesota Legislature's mandate that all Twin Cities governmental entities update their plans. The Minnesota Land Planning Act (MLPA) of 1976 required communities within the metropolitan area to develop comprehensive plans. In 1995, an amendment to the MLPA required local governments to update their existing plans and official controls consistent with regional growth goals and policies. Upon adoption of this plan, Hopkins will review it zoning ordinance and make modifications as necessary to ensure consistency.
