The City of Hopkins investigates complaints of situations that may involve a violation of City ordinances, i.e. exterior storage, working without a permit, too many animals, junk vehicles.
To report a complaint come to the Inspections Division at City Hall, call 952-548-6320 or email a complaint via our web site.
When submitting a complaint, it's helpful to provide as much information as possible. This should include the exact street address of the problem, when you see it, and how the activity is a problem.
Complainant information is confidential and protected under the Minnesota Data Privacy Act. You are not required to leave your name or number. However, if you would like to be updated on the outcome of the inspection, you will need to do so.
Please Know That...
Because city inspectors cannot go onto private property without either the owners permission or a search warrant, if the activity is most easily visible from your property it helps if you give permission to the inspector to walk on your property to see the problem. This way they will be better able to require corrections and take legal action if need be.
Inspection Process
- Once an inspection is made and the name of the property owner is determined, the owner is given a reasonable period of time to make corrections or repairs. The time period given depends on the nature of the activity.
- Usually a second notice is sent if the activity isn't corrected within the given time period.
- If the activity isn't corrected after the second time period expires, an Administrative Citation may be issued. Fines are levied if the property owner is found to be in violation of city ordinances and fails to correct the violation. The fine, however, does not guarantee the problem will be corrected and occasionally a second citation is issued. In some cases, it may be 60-90 days from the time a complaint is made until a correction is made. In other cases, the correction may be completed in a week or less.
