Ordinances are municipal laws affecting the general health, safety and welfare of the public. Most ordinances, except those dealing with franchises, vacations, and Charter amendments, become part of the Hopkins City Code.

With the exception of emergency ordinances, all ordinances must go through two readings or presentations at two separate City Council meetings. Ordinances become effective upon publication after the second reading. The publication usually takes place on Thursday, one week after the second reading.
